Add Term Comment

Add a comment to a term.

Comments are recorded as COMMENT events in the term’s history, so they are returned by GET /terms/{term_id}/history.

Requires terminology.term-browser:contribute. Returns 403 without that permission, and also when the organization has term comments turned off — both conditions must hold.
